Brenda Shott is the Assistant CEO, Finance and Internal Operations for the Orange County Employees Retirement System (OCERS) in Southern California.  Since joining OCERS in September 2011, she has been charged with overseeing the Finance, Administrative Services and Information Technology Departments of the agency.  Her responsibilities include directing the preparation of the annual budget and entity-wide business plan, the development of the Comprehensive Annual Financial Report and coordinating with the consulting actuary in the preparation of annual actuarial valuation and experience studies. She also is responsible for human resources activities including; recruiting, hiring, training, compensation, performance management and labor relations. In addition, Brenda provides oversight to the agency’s information technology programs that aim to improve existing business processes and provide system security and data integrity. 

Prior to working for OCERS, Brenda Shott served as the Chief Financial Officer of the Transportation Corridor Agencies (TCA) which is the joint power authority that operates several toll roads in Orange County. As the CFO, she led a team of financial professionals and elected Board members to successfully negotiate bond indenture amendments and a debt restructuring that prevented a breach of covenant and potential future debt defaults. The terms of the amendments also provided for over $120 million in savings to the agencies.  Her thirteen year tenure with TCA encompassed serving in several roles including Director of Finance, Treasury Manager and Internal Auditor.  She began her professional career with Ernst and Young, LLP where she  performed audits on a variety of governmental entities and as well as public and private companies. 

Brenda is a Certified Public Accountant, licensed in the State of California.  She has a bachelor’s degree in Business Administration with a concentration in Accounting from California State University, Fullerton.  She is a member of the GFOA Committee on Retirement Benefit Administration, American Institute of CPAs and the California Society of CPAs.
