How to Submit a Comprehensive Annual Financial Report (CAFR) to the Certificate of Achievement for Excellence in Financial Reporting Program

The process used to transmit a CAFR document to the program depends on the format of the CAFR:

Process for submitting a CAFR via email:

  • E-mail the following to cafrprogram@gfoa.org
    • A completed application form
    • Responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year
    • The CAFR itself ( either attach a PDF of the CAFR or include a hyperlink to the CAFR within the body of the email)
    • For governments that issue a separate report to demonstrate budgetary compliance at the legal level of control (either attach a PDF of the separate report or include a hyperlink to the report within the body of the email)
    • Payment as instructed on the application
  • A confirmation will be emailed to the submitter upon receipt of the submission. Please allow two to three business days to receive this confirmation.

Process for submitting a CAFR in CD format:

  • Send all of the following to the mailing address provided on the application form: 
    • 3 copies of a CD with ONLY the CAFR included
    • 3 copies of the completed application form
    • 3 copies of responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year
    • 3 copies of the budgetary compliance report for governments that issue a separate report to demonstrate budgetary compliance at the legal level of control
    • Payment as instructed on the application.

Process for submitting a hard copy of a CAFR: 

  • Send all of the following to the mailing address provided on the application form: 
    • 3 copies of the CAFR,
    • 3 copies of the application form,
    • 3 copies of responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year,
    • 3 copies of the budgetary compliance report for governments that issue a separate report to demonstrate budgetary compliance at the legal level of control,
    • Payment as instructed on the application.

A fee is not required if this is your second  year submission to the Program and the award was not granted in the immediate prior year for a report that was submitted to the Program for the first time.
