Certificate of Achievement for Excellence in Financial Reporting (CAFR Program)

How to Submit a Comprehensive Annual Financial Report (CAFR) to the Certificate of Achievement for Excellence in Financial Reporting Program

The process used to transmit a CAFR document to the program depends on the format of the CAFR: 

  • Submission process for a CAFR on a website:
    • E-mail to cafrprogram@gfoa.org:
      • Hyperlink to the CAFR;
      • Completed application form;
      • Responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year; and
      • For governments that issue a separate report to demonstrate budgetary compliance at the legal level of control, either provide a hyperlink to that report or attach an electronic file.
    • A confirmation will be sent to the submitter upon receipt.
    • If payment is made by check, clearly indicate when the check is sent that it relates to a CAFR submitted by e-mail.

 

  • Submission process for a CAFR in PDF format:
    • E-mail to cafrprogram@gfoa.org:
      • Attached PDF;
      • Completed application form;
      • Responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year; and
      • For governments that issue a separate report to demonstrate budgetary compliance at the legal level of control, either provide a hyperlink to that report or attach an electronic file.
    • A confirmation will be sent to the submitter upon receipt.
    • If payment is made by check, clearly indicate when the check is sent that it relates to a CAFR submitted by e-mail.

 

  • Submission process for a CAFR in CD format:
    • Send all of the following the mailing address provided in the application form:
      • 3 copies of the CD of the CAFR;
      • 3 copies of the completed application form (if not provided in electronic form on the CD);
      • 3 copies of responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year (if not provided in electronic form on the CD);
      • 3 copies of the budgetary compliance report for governments that issue a separate report to demonstrate budgetary compliance at the legal level of control (if not provide in electronic form on the CD); and
      • Payment (as applicable).

 

  • Submission Process for a CAFR in hard-copy form:
    • Send all of the following the mailing address provided in the application form:
      • 3 Copies of the CAFR;
      • 3 Copies of the application form;
      • 3 copies of responses to the prior year’s comments, if the entity submitted a CAFR for the prior fiscal year;
      • 3 copies of the budgetary compliance report for governments that issue a separate report to demonstrate budgetary compliance at the legal level of control; and
      • Payment (as applicable).
