Investors think that the next few years will remain bleak as far as pension plan funding, with slow economic growth, low interest rates, and low returns on investments. As fund balances fall, critics continue to call for reform, saying that local pension funds will bring their sponsoring governments to financial ruin. In truth, the financial health of different municipalities is difficult to determine, and difficult to communicate to legislators, citizens, and the press.
