FUNCTION: Under the general direction of the Controller, the Senior Staff Accountant will perform supervisory, administrative and routine to complex accounting duties in the preparation, maintenance, review, auditing, and processing of financial and statistical records and reports.

CLASS CHARACTERISTICS: This class is the professional level within Fiscal Services. Working under the general direction of the Controller, this position requires awareness of standard operating policies and procedures and is responsible for supervising accounting staff and managing the daily financial activities of the agency, including general accounting, with the ability to perform under time constraints while maintaining accuracy and professionalism.
TYPICAL DUTIES: Duties listed below are typical, but not exhaustive. Duties vary widely to respond to San Joaquin Regional Rail Commission (SJRRC) goals and objectives.
• Supervise and assist in the preparation of annual reports and audit workpapers • Participate in various reviews and or audits of SJRRC’s accounts and records • May perform in-house audits • Supervise accounting staff, review staff work and provide guidance where required • Oversee maintenance of complex financial and statistical records, transaction postings to journals and ledgers; adjust accounts according to established procedures; prepare worksheets, trial balances, financial statements and related notes • Oversee the preparation, control and maintenance of payroll, accounts receivable and/or accounts payable documents and records • Assist with preparation of annual capital and operating budgets and overall work program • Oversee preparation, verification and recording of daily deposit revenues received • Supervise cash needs and maintenance of cash balances for ticket sellers • Review documents, records, forms and computer printouts for accuracy, completeness and conformance to applicable rules and regulations • Formulate proposals for improving departmental accounting procedures; develops processes and procedures to streamline fiscal functions • Assist administrative personnel in analyzing statistical and financial data and in preparing special reports; furnish information by searching for and abstracting specialized or technical data • May prepare financial or statistical worksheets, requisitions, forms, form letters, and miscellaneous reports • Identify, research, and take corrective action to resolve issues related to area of assignment; integrate financial system changes and necessary staff training in response to changes in regulations and programs • Supervise preparation of monthly budget, revenue, and or expense reports for SJRRC and ACE • Perform tasks necessary to meet deadlines and information requirements of the department • Perform other duties as required
MINIMUN QUALIFICATIONS: • Possession of a Bachelor’s degree in business from an accredited college or university with a concentration in accounting. Minimum five years of supervisory experience with progressive responsibilities in a public transit agency or governmental auditing is preferred
License or Certificate: • Must possess and maintain valid California class C driver’s license
Knowledge of: • Governmental Generally Accepted Accounting Principles (GAAP), Accounting theories, principles, practices, and procedures and their application to a variety of accounting transactions and problems • Governmental funding accounting and reporting • Governmental auditing and/or preparation for annual fiscal audits • Governmental Comprehensive Annual Financial Report (CAFR) preparation, including MD&A, financial statements, notes, RSI and supplemental schedules • Basic mathematics and presentation for statistical information • Internal controls appropriate for a public agency setting • Modern office procedures, practices and equipment including computers and applicable software applications such as Microsoft Office Suite applications
Ability to: • Understand and follow oral and written instructions • Learn SJRRC’s fund accounting software • Accurately perform a variety of detailed accounts payable/receivable and/or payroll assignments and related record keeping activities without immediate supervision • Prepare complex financial reports, maintain journals, ledgers and filing systems • Maintain strict attention to detail, prioritize and coordinate multiple assignments and/or tasks that are time sensitive and sometimes urgent • Validate and insure the accuracy of fiscal information and data • Research, analyze, and interpret statistical data • Self-motivate, independently follow through on tasks to completion • Communicate effectively with co-workers, supervisors and the general public • Operate adding machines, calculators, computers, and other related office equipment
