Job Description: 

The City is currently looking to fill a vacant Senior Accountant opening. This position is located in different units within the Finance Department and is responsible for assisting in planning, organizing, and supervising the accounting activities of the City; Incumbents in this position performs advanced level accounting duties and other technical accounting and financial analysis; and writes technical and informational reports for the City's executives and policy makers.

REQUIRED QUALIFICATIONS:

Education Bachelor's Degree from an accredited college or university in accounting, or a closely related field, which included substantial accounting coursework (including successful completion of intermediate accounting, advanced accounting, governmental accounting, managerial accounting and cost accounting).

Experience Three (3) years of increasingly responsible professional accounting experience, preferably in a governmental or public agency setting. This experience should include a minimum of one-year supervising accountants. A Certified Public Accountant license is desirable.

KNOWLEDGE AND ABILITIES: Knowledge of: Generally accepted accounting principles and practices for municipal governments; Cost accounting; Principles and practices of business data processing and application of it to accounting and financial management; Laws regulating public finance and fiscal operations; Budgeting principles and practices and the differences between budget-basis accounting (when the budget is not based on GAAP), and accounting based on generally accepted accounting principles (GAAP); Modern office procedures, practices, methods and equipment; and Principles and practices of supervision, training and evaluation.

Ability to: Review, analyze and interpret complex financial statements, reports, transactions and records; Account for revenues, expenditures and fund balances using the GAAP basis and the city's budget basis, and to recognize the difference between GAAP and non-GAAP budget-basis accounting in the preparation of the budget-basis financial statements and reports; Prepare clear, concise and complete financial statements, reports and analyses; Assist in the design and installation of new and improved financial systems; Plan, assign and supervise the work of accountants and support staff; Establish and maintain effective working relations with those contacted in the course of work; Prepare written documents according to accepted business and/or City standards; Verbally communicate ideas and information effectively and present complex technical data to both end users and other accounting staff in a manner that is understandable and usable by the audience; Interpret and implement financial policies and regulations; Make accurate financial calculations and verify the accuracy of accounting and financial data; Ensure proper authorization and documentation for disbursements; Analyze, post, balance and reconcile complex financial data and accounts; and Exercise sound independent judgment within established guidelines
