Bachelor's Degree in governmental accounting or a related field required; supplemented by five years of progressively responsible portfolio management, securities analysis, and cash management experience, including lead or supervisory experience; or any equivalent combination of education, training, and experience which provides the requisite knowledge, skills, and abilities for this job.
Specific License or Certification Required: Must possess and maintain a valid Georgia driver's license. Certification as a Certified Treasury Professional (CTP) is preferred.

Purpose of Classification:
The purpose of this classification is to oversee the County's cash management and investment program. Responsibilities include liquidity management, developing and implementing policies, providing operational direction for the County's treasury function, and serving as an advisor to the Pension & OPEB Trust Boards.
The following duties are normal for this position. The omission of specific statements of the duties does not exclude them from the classification if the work is similar, related, or a logical assignment for this classification. Other duties may be required and assigned.
Develops and implements investment policies affecting employee retirement systems: coordinates management of County Retirement Plans and provides investment advice to various boards and committees; oversees work of external investment management firms; prepares monthly performance and cash flow reporting to boards; rebalances assets to maintain asset allocation targets; maintains appropriate levels of liquidity and to meet monthly pension payment obligations; oversees manager and consultant searches for plans; prepares compliance reporting for the State of Georgia for SB45; facilitates asset transitions to minimize the transition costs to plans; evaluates and monitors fund options for plans; manages rebalancing and reporting for passive investments for the OPEB Trust; and records equity adjustments;
Supervises, directs, and evaluates assigned staff: makes hiring or termination decisions/recommendations; develops and oversees employee work schedules to ensure adequate coverage and control; establishes workloads and prioritizes work assignments; reviews time cards for accuracy, allocation of leave taken and approval; processes employee concerns and problems and counsels or disciplines as appropriate; assists with or completes employee performance appraisals; acts as a liaison between employees and management; and interprets, trains staff in, and enforces operations, policies, and procedures.
Analyzes and develops financial strategies for County investments: invests available cash in multiple funds and ensures proper accounting for investments, maturities, income/capital gains and losses for all investment assets in the AMS financial accounting system; adjusts investment balances at each maturity date to account for net cash flows; tracks agency securities to ensure accurate recording and timely reinvestment; monitors funds, fails, and security settlements on daily basis; reconciles accounts; prepares investment reports and presents to the Board of Commissioners on a quarterly basis; safeguards cash and investment assets of Fulton County; and updates and enters investments, maturities, and investment income in automated financial system.
Provides operational direction for treasury functions; supervises cash receipting, recording, batching, and depositing of County revenues, processing of returned items, processing and receipting of credit card transactions; analyzes cash flow operations in accordance with internal controls; initiates steps for collection of receivables; develops and maintains cash flow forecasting models; oversees researching and clearing of outstanding reconciliation discrepancies for banking transactions; ensures proper department notifications; performs research related to historical cash and revenue transactions; develops operating procedures and policies; develops changes to office work flow and procedures; and serves as system security administrator for Treasury banking systems.
Assists with issuance, evaluation, and preparation of contract awards for RFPs as required/needed for Finance contracts.
Coordinate issuance of County's Tax Anticipation Note: reviews/recommends edits to various bond documents/resolutions; prepares agenda items for BOC approval; prepares cash flow schedules; obtains certification of Board documents to support issuance approval for closing; receives bids; awards contracts; prepares closing documents; confirms receipt of funds; authorizes DTC to release the notes on closing date; and ensures that debt payments are made by due dates to avoid default.
Processes a variety of documentation associated with department/division operations, within designated timeframes and per established procedures: receives and reviews various documentation, including Investment Manager Reports and Commentaries, performance and compliance reporting, asset management invoices, and other items; reviews, completes, processes, forwards or retains as appropriate.
Prepares or completes various forms, reports, correspondence, and other documentation, including performance and investment reports, cash flow reports, compliance records, and responses to record requests; verifies financial statements to ensure the accuracy of data and resolves discrepancies; compiles data for further processing or for use in preparation of department reports; and maintains computerized and/or hardcopy records.
Communicates with City officials, banks and brokerage firms, third party service providers, and other individuals as needed to coordinate work activities, review status of work, exchange information, or resolve problems.
Performs other related duties as required.
