MINIMUM QUALIFICATIONS Education: Bachelor’s degree in Finance, Business Administration, or Accounting required. Master’s degree is preferred. Experience: Five (5) years of experience in budget administration or research methods required. Incumbent must also have experience in analyzing operational budgets and supervision of budget preparation.
SKILL REQUIREMENTS This position requires extensive knowledge of the principles, methods, techniques and practices of budget administration for a large corporation or large school district. This position requires considerable knowledge of the functions of large school districts and their financial needs. This position requires knowledge of school finance, Incumbent must have the ability to establish and maintain effective work relationships with department heads, school principals, and co-workers. Incumbent must have the ability to organize, write and present clearly complex oral and written reports with appropriate recommendations. Employees in this position must be able to read, write, and speak/communicate in English in order to receive and to provide work-related information in a timely manner to other employees, supervisors, principals, school personnel, volunteers and where appropriate, visitors and students.
JOB PURPOSE AND RESPONSIBILITY This position is responsible for supervising all activities in the preparation and administration of the total district budget, including general, food services, debt service funds, as well as federal/state, and private grants. This involves responsibility for conducting analytical studies of the organization, functions, procedures and methods of the operating units of the school system and for maintaining continuous contacts with department heads of the school system. The work requires the exercise of considerable initiative and judgment.
ESSENTIAL FUNCTIONS: Assists and works with department heads and school administrators in the preparation and review of department budget requests and revenues. Compiles the annual budget for review by the Superintendent. Plans, assigns, and directs the investigation and continuous review of departmental organizations, operations, and procedures. Prepares reports and makes recommendations to the Executive Director of Finance and to the Chief Financial Officer. Supervises the maintenance of complex financial records and the preparation of periodic and special reports. Confers with and advises department heads and principals on budget matters.
