The CHIEF FINANCIAL OFFICER position is responsible for the administrative and supervisory work in the planning, organizing, coordinating, directing and controlling of the accounting, financial management and investment functions of the school system. The Chief Financial Officer approves all financial statements.
Duties and Responsibilities: • Assists the Superintendent in providing direction and leadership of the school system, advising on questions relating to financial affairs • Serves as a member of the Superintendent's Cabinet • Serves as Assistant Treasurer of the Board of Education • Prepares and administers the school system’s budget through supervision of the Budgeting Department • Prepares all financial analysis reports through supervision of the Accounting Department • Procures all goods and services for the school system through supervision of the Purchasing Department • Pays all employees and vendors through supervision of the Disbursements Department. Develops and maintains systems of internal controls to safeguard financial assets of the organization • Identifies need for debt financing and works with outside advisors to issue short- or long-term debt in the best interest of the school system • Supervises the investment of school system funds • Reviews and signs contracts on behalf of the school system • Performs other duties as necessary for the effectiveness of the organization
Experience, Skills, and Certification Required: • At least 8 years of responsible leadership experience in financial operations and management • Extensive knowledge of local, state and federal guidelines for all functional areas of responsibility • Excellent oral and written communications skills, with experience in public speaking and media appearances • Extensive knowledge of public sector budgeting and long range planning • In-depth knowledge of Generally Accepted Accounting Principles (GAAP) and Governmental GAAP • Excellent computer technology skills, to include Microsoft Office products as well as mainframe-based financial/human resource applications • Eligible for educational support license
Experience, Skills, and Certification Preferred: • Experience in a comparable school district • Experience in both public and private sectors • Experience in implementing and/or upgrading major computer systems • Certified Public Accountant Education Required: • Bachelor’s degree in finance, economics, accounting, business administration or public administration from an Education accredited college or university
Education Preferred: • Master’s degree in finance, business administration or public administration
