The Office of Retirement Services (ORS) oversees the investment of assets and administers the benefits of the two Defined Benefit Retirement Plans for City of San Jose employees. The assets of the two plans total over $5 billion. As of June 30, 2016, there were over 6,100 retirees and beneficiaries, and over 4,800 active employees in the two retirement plans. Each of the retirement plans has a Board of Administration that has fiduciary responsibility over their respective retirement plan. ORS staff has accountability to them as well as City Administration.

POSITION AND DUTIES
ORS is seeking a self-motivated professional looking to join the Accounting group. The Senior Auditor reports to the Accounting Division Manager, who heads the Accounting group which consists of seven individuals. The Accounting group is responsible for all accounting functions for the retirement plans, including retiree payroll, investment accounting, budget preparation and reporting, financial statements and CAFR preparation and coordination with the City Finance Department on fiscal year end matters.
The successful candidate will conduct complex analysis and review of pension-related calculations, perform audit work in a dynamic retirement environment, possess the skills necessary to manage competing priorities and projects, effectively apply concepts of risk assessment, and have strong verbal and written communication skills.
General Duties: The Senior Auditor will conduct operational audits and special projects, which includes all phases of an audit including planning, fieldwork, report writing, and presentation. The Senior Auditor will interface with all levels of the ORS. Examples of general duties include: • Special Projects including Pensionable Earnings Correction Project – Manage the implementation of the timeline and correction process approved by the Boards to correct the pensionable earnings of retirees due to incorrect inclusion/exclusion of pensionable pay. • Perform audits in compliance with the International Professional Practices Framework as issued by the Institute of Internal Auditors (IIA), Government Auditing Standards issued by the Government Accountability Office (GAO), and ORS' policies and procedures. • Determine the nature of ORS processes and formulate objective opinions on their adequacy, effectiveness, and efficiency. • Create an audit schedule, including components of a fiduciary audit, and coordinate with third parties, as well as manage the RFPs for fiduciary audits. • Verify and analyze transactions, management representations, documents, records, methods of reporting, receipts, disbursements, etc. for adequacy, effectiveness, errors, irregularities, and inconsistencies. • Audit samples of the payroll transmittal to ensure proper recording of pensionable and non-pensionable pay into PensionGold. • Audit records to determine compliance with stated goals and objectives. • Evaluate and develop course of action to respond to the City Auditor recommendations. • Evaluate information system controls; assess system security and data integrity. • Prepare and present written audit reports with recommendations on audit findings. • Follow up to assess implementation of recommendations.
