POSITION SUMMARY: The Director of Administrative Services is responsible to plan, direct and evaluate the operations of the Administrative Services Department to include Finance, Human Resources, Information Technology, Purchasing and Citizens Service Center; to provide expert professional assistance to City Council, Managing Director and others; and to perform related work as required. Typical job duties may include but are not limited to: • Develops and directs the implementation goals, objectives, policies, procedures and work standards for the Administrative Services Department. • Directs and Participates in the City's annual budget preparation. • Advises the Managing Director and City Council on a broad range of issues within areas of responsibility. • Establishes appropriate service and staffing levels and allocates resources subject to the provisions of law, Charter or Ordinance. • Creates and maintains a high level of accuracy and completeness of financial records and provides records as necessary to City Council and the financial industry. • Creates and maintains a high level of confidence in the handling of human resources issues and records. • Creates and maintains a high level service standards to be provided by the Citizens Service Center. • Forecasts long term Information Technology needs throughout City departments. • Administers municipal labor relations including conducting negotiations, contract administration, grievance procedures and related programs. • Attends and makes presentations as required at City Council meetings, community meetings, committee and other meetings and conferences. • Performs other duties as requested.

MINIMUM QUALIFICATIONS: Educational Requirements • Bachelor's degree in Business Administration, Finance, Economics, or other related field. Master’s degree preferred. Experience • At least 12 years of progressively responsible fiscal, administrative, technology and Human Resources management experience involving responsibility for the planning, organization, implementation and supervision of varied administrative work programs. At least 7 years must be at management level. • Proven administrative principles and methods, including goal setting, program and budget development, implementation and control of human resources management, advanced principles and practices of fiscal management, information systems principles practices applications and equipment, and personnel management and supervision. • City residency shall be required within 12 months of being appointed to position.
