The primary purpose of this position is to plan, implement, manage and provide management oversight to the financial activities of the County.
ESSENTIAL FUNCTIONS OF THIS POSITION: o Serve as the primary financial advisor for the County and provide relevant financial information/advice to the County Manager and Senior Leadership Team on all strategic and tactical matters as they relate to financial management and reporting, tax administration, cost benefit analysis, financial forecasting, management of debt service, and the securing of new funding. o Diligently and consistently complete job duties as required by North Carolina General Statutes §159-25. o Collaborate with elected officials, department directors and the County Manager, assesses internal and external trends and issues, revenue sources, expenditure requirements, service demands and other relevant matters and facilitate development of long term fiscal strategies.
Minimum Education, Training and/or Experience: Bachelor’s degree or higher in accounting, business, finance, government or public administration and preferably certification or licensure as a certified public accountant or certified local government finance officer. A minimum of three years’ experience as a finance director of a like-sized government. Proven experience must include financial management, audit, revenue management, working capital and cash flow management. Proven experience and knowledge of the relevant legislative framework of local government related to finance and tax collections.
DUTIES, RESPONSIBILITIES, and OTHER FUNCTIONS: Program Management: o Ensure finances support County government programs and strategic priorities. o Ensure proper management and investment of the County’s funds; serve as the liaison with the financial services contractor who selects type and terms of investment to coincide with cash flow needs. o Ensure proper issuance and management of the County’s debt portfolio. o Communicate and provide guidance regarding financial information both internally and externally so that a proper understanding will result in informed decisions. o Ensure County financial policy and practice is in alignment with local, state, and federal laws, regulations and financial and accounting standards. o Ensure work is done in accordance with Generally Accepted Accounting Principles (GAAP), COSO standards and all other industry best practices. o Act as a member of Senior Leadership Team and actively participate in the strategic planning and design and management of service delivery to our citizens. o Demonstrate through all formal and informal actions commitment to ethical standards and professional code of conduct. o Serve as finance officer for the Buncombe County Tourism Development Authority and the School Capital Fund Commission in accordance with legislative mandate and provide financial data and debt projections. o Submit to the County Manager, County Commissioners and public quarterly statements of the financial condition of the County o Report regularly to the County Manager and Board of Commissioners on any budget matters including modifications. o Develop and maintain short and long term financial plans; ensure financial resources are available to fund strategic and capital plans. o Provide financial reports on various budgetary data for Board members, outside agencies, county personnel, numerous grants, state and federal reports, etc. o Manage the annual external audit process; schedule audit and related work flow; request audit related information from other departments; prepare required schedules, reports and work papers; compose sections of the Comprehensive Annual Financial Report (CAFR); review final report for accuracy before submission; review findings and develop strategies to address areas of improvement. o Prepare required state and federal reports. o Review budgetary information submitted by the school system to the County and report on findings to the County Manager and Commissioners. o Manage the debt service and participate in debt financing analysis and strategies. o Review and monitor on-going administration of budget, accounting and billing processes; review budget systems and develop methods for improvement. o Maintain a general accounting system for the County and financial records for each department; maintain separate accounts for items appropriations, amounts paid, unpaid obligations against the accounts, and the unencumbered balance; perform and supervise grant accounting. o Provide personnel/team management to ensure a competent workforce: Recruit and select department personnel; assign, direct, train and inspect the work of staff; reward, discipline, coach, counsel and evaluate staff performance; develop staff schedules; recommend transfers, promotions, suspensions, terminations, and demotions.
Comply with Duties and responsibilities of the Finance Director as defined by NC General Statute 159-25. Additional Information: The reports Finance Director on an operational level reports to the Assistant County Manager. It is recognized that the Finance Director has fiduciary responsibilities outlined in North Carolina General Statute which provides the framework for fulfilling duties and must inform the financial advice provided to the Commissioners and Manager. In fulfilling these duties the Finance Director is responsible for directly communicating to the Commissioners when needed to ensure compliance. To ensure the Finance Director has the autonomy necessary to fulfill these fiduciary responsibilities, decisions regarding the hiring, firing and disciplinary action of the Finance Director would require a recommendation by the County Manager and a majority vote of the Board of Commissioners.
