Under administrative direction, plans, organizes and directs the financial activities of the City, including debt management, cash management, grants and accounting. Develops and oversees the implementation of departmental goals and objectives, and policies and procedures in accordance to established governmental financial standards and approved City standards. Supports City Manager in strategic planning for the organization, including the establishment of benchmarks and other financial targets, policy development, and financial stewardship. Performs related duties as required. Responsible for regular, on-time attendance.
Essential Job Functions Directs departmental programs and activities of accounting, budget, purchasing, revenue office and municipal court by developing and implementing departmental goals, objectives, policies and priorities, supervising and directing the activities of personnel and coordinating various accounting and financial activities with department employees. Develops and implements policies and procedures and ensures that the City's fiscal and business operations are consistent with the financial industry's best practices and accepted public finance standards. Oversees and reviews major financial transactions and monitors the expenditure of appropriate funds.
Recommends short and long-term strategic fiscal plans to meet City's financial goals and objectives. Manages the City's Treasury function by ensuring that investments meet the City's policy guidelines and that adequate cash is available to meet obligations; prepares periodic reports regarding investments to the City Council; and serves as Investment Officer and member of the staff Investment Team. Coordinates the issuance and administration of debt issues including coordinating with the City Manager, appropriate departments, bond attorney, financial advisor, and underwriter on new or refunding issues; and provides public financial information of debt to rating agencies, brokers, news media, bond holders, and other interested parties.
Oversees and/or coordinates the development and administration of the City's annual budget and Capital Improvement Program budget; provides financial forecasting and planning; tracks the adopted budget and prepares periodic budget reviews for submission to City departments. Communicates results to the City Manager and City Council. Oversees the development and administration of the departmental budget by preparing and recommending department budget items, coordinating budget requests, monitoring and approving budget expenditures and monitoring adjustments to the budget.
Acts as a liaison between Finance related boards/committees and the City Council; makes presentations/proposals to City Council and various boards/committees as required. Investigates and resolves citizen complaints. Ensures that City meets legal and fiduciary obligations, including statutory reporting requirements, federal and state payroll tax deposits and reports, and bond covenants. Performs related duties as assigned. Responsible for regular attendance and arriving to work on time.
Minimum Requirements Bachelor's degree in finance, accounting, public or business administration, or a closely related field is required. A Master's degree in finance, accounting, public or business administration or a closely related field is desirable. Seven years of experience in fiscal management, municipal accounting, taxation and revenue management or a closely related experience. At least four years of experience at a management and policy-making level with supervisory responsibility for management and professional staff.
Knowledge of accounting, taxation and revenue management practices; Generally Accepted Accounting Principles (GAAP). Centralized accounting, procurement practices, banking practices and methods involved in the receipt, custody and disbursement of money. Methods and procedures of financial reporting and financial statement preparation. Budget development and management. Applicable federal, state and local laws, ordinance, legislation, rules and regulations governing the receipt, custody and expenditure of the monies of government. Principles and practices of management and supervision, training, performance evaluation and discipline methods. Quality customer service methodology and techniques.
Ability to plan, organize and direct the operation of a wide variety of financial services, programs and activities. Develop and manage a comprehensive municipal government accounting system. Develop and direct the implementation of departmental goals, objectives, policies and procedure. Analyze and interpret applicable laws, codes, regulations and standards related to departmental services and objectives. Prepare clear, accurate and complete reports, documents and related informational materials. Prepare and present recommendations regarding the City's fiscal management. Provide creative and innovative recommendations and solutions to problems and issues. Make public presentations and communicate effectively both orally and in writing. Plan, organize, direct and evaluate the performance of managers, professional, technical and support staff. Establish and maintain effective and cooperative working relationships with staff, officials of public and private agencies, City Council, commissions, community groups, and the general public. Provide effective customer service.
Other Requirements Valid Class “C” driver's license. Must have and maintain a good driving record in accordance with the driving standards as established by the City of Rowlett. Must report all traffic citations to his/her departmental Director or his/her designee within two working days of receipt.
Certification as a Certified Public Accountant (CPA), or Certified Public Finance Officer (CGFO) is preferred.
