Individual will provide financial analysis and reporting support for the Department of Public Utilities, divisional management and supervisory staff, and Department Director, while working directly for the Public Utilities Finance Officer. Individual will provide research, analytical and statistical support for a variety of wide-ranging topics pertinent to the department.
Routine duties will include : • Developing complex worksheets, researching and analyzing financial information and documents, perform detailed cash and accounts receivable reconciliation; • Provide assistance in development and monitoring of the Departmental Operating Budget and Capital Improvement Program • Tracking revenue collection to budget estimates • Monitor billing and payments associated with the Norfolk Water Services contract • Conduct detailed revenue and expenditure analysis, as well as forecasting. • Lead accounting issues related to the Banner Customer Information and Billing system, including but not limited to review of system testing, monitoring of daily payments, troubleshooting of accounting errors, and coordination of related issues with the City Treasurer’s Office and Finance Department. • Prepare financial and statistical data as required for cost of services studies, bond feasibility studies, annual comprehensive annual financial reporting documents, review by independent auditors, and reporting to City Council and other city departments. • Assist with ensuring departmental compliance with contractual and/or financial standards and requirements, and administration of city financial policies within Public Utilities • Maintain detailed, accurate, and thorough working papers. • Represent the department on various internal and citywide teams and perform other duties as assigned. Related Experience, Knowledge, Skills and Abilities: Position requires a high level of self-sufficiency, complex analysis, problem-solving and practical application of accounting principles and concepts. Individual will need excellent financial and accounting skills in a professional setting, as well as knowledge and application of accounting principles and auditing standards promulgated by the American Institute of Certified Public Accountants and Governmental Accounting Standards Board. Individual must possess demonstrated experience working in a complex and professional financial role, capable of producing high-quality work products with minimal supervision and oversight, often within short deadlines. Experience working with executives and other agency leaders. Individual must be able possess extensive oral and written communication skills necessary to convey information accurately, effectively, and professionally, to a broad audience, with tact and diplomacy. Must possess the ability to interpret complex financial data and communicate information to executives, managers and other staff with varying degrees of financial knowledge. Individual must be able to establish and maintain effective working relationships and have demonstrated experience reaching consensus on complex or difficult situations in a team environment. Ability to provide guidance to and train subordinate accounting and support staff related to the performance of financial tasks, and administration of procedures, guidelines and policies. Must have experience in using electronic tools for the purpose of information management and as they apply to financial reporting and accounting; and a high level of proficiency in advanced functions of Microsoft Office products such as Word, Excel (including detailed worksheets), Access, PowerPoint and Adobe Acrobat. Other necessary skills include extensive organizational skills, broad experience applying adaptability, flexibility and multitasking in the workplace.
