Job Description: 

The incumbent invests excess cash balances to maximize interest earnings and minimize risk within authorized guidelines; performs and documents periodic reviews of economic conditions and indicators that impact investment strategies, policies, and interest rates; makes recommendations to management on investment strategies; prepares written narratives and statistical reports in support of recommendations; establishes adequate internal controls and checks and balances to safeguard County cash and investments; leads/supervises Cash Management and Revenue Collections staff; reviews, develops, and coordinates changes in various contracts/agreements associated with investing, banking, and overall cash management functions; reviews cash flow projection and liquidity forecasting reports to ensure accuracy and reliability; analyzes, reviews, develops, and coordinates compilation of cash management analysis and projection schedules; ensures accurate general ledger posting of investment and cash management transactions; monitors and evaluates changes in State and County laws as they impact property transfers and recordation taxes and ensures adjustments are accomplished timely and accurately; collaborates with State and County Officials and employees, contractors, and other individuals to resolve issues/problems; functions as a Change Agent and participates in project activities; provides technical assistance, information, and advice to internal and external inquirers about areas of responsibility; and performs other tasks and duties assigned, which may not be specifically listed in the position description; however, are within the general occupational category and responsibility level typically associated with the employee's class of work.
