Job Description: 

Pinellas County Clerk of the Circuit Court and Comptroller’s Office Finance Division is looking for a results driven, Manager, Financial Accounting professional to join our team. The ideal candidate would be a proven leader either from the public or private sector and would supervise and manage our financial reporting team which is responsible for the accurate preparation of the County’s comprehensive annual financial report (CAFR), in addition to other critical areas including cash management, investments, debt management, and contract monitoring. This individual would also be comfortable managing finances in a complex, multidiscipline environment requiring interaction and collaboration with various internal and external stakeholders with a preference in a large government setting.

The Financial Accounting Manager leads a team of five professional accountants with the responsibility for the accurate and timely production of the County’s CAFR, year-end closings, contract monitoring, and other regulatory and financial reporting tasks, as well as the successful research and resolution of all discrepancies.

This position requires thorough knowledge and experience in the application of generally accepted accounting principles, practices and procedures, financial reporting and the ability to apply such knowledge in a large government environment. Additional skills and attributes include the ability to plan, organize, and coordinate the technical work of accountants and provide technical training as well as the ability to analyze complex financial information with attention to detail to accurately prepare complex financial and administrative reports.

Minimum Qualification Requirements •9 years’ extensive professional accounting experience with a background in the preparation, compilation or auditing of a CAFR that includes 2 years administrative and supervisory experience; or •Associate’s degree in accounting and 7 years’ extensive professional accounting experience with a background in the preparation, compilation or auditing of a CAFR that includes 2 years administrative and supervisory experience; or •Bachelor’s degree in accounting and 5 years’ extensive professional accounting experience with a background in the preparation, compilation or auditing of a CAFR that includes 2 years administrative and supervisory experience; or •Master’s or higher-level degree in accounting and 3 years’ extensive professional accounting experience with a background in the preparation, compilation or auditing of a CAFR that includes 2 years administrative and supervisory experience; or •An equivalent combination of education, training, and/or experience.

Additional Requirements •Assignment to work a variety of work schedules including compulsory work periods in special, emergency, and/or disaster situations.

Highly Desirable •Possession of a current license as a Certified Public Accountant (CPA). •Experience utilizing Oracle eBusiness Suite for financial transactions
