Gary Ometer joined the Virginia College Savings Plan in May 2008 as its Chief Financial Officer. As the Plan’s CFO, Gary is responsible for the financial operations, accounting, investments and financial reporting for the largest college savings plan in the country. VA529 offers four tax-advantaged Section 529 programs that include one prepaid tuition program and three savings programs with aggregate assets of over $55 billion and an operating budget of about $22 million. Gary also serves as a member of the Plan’s Investment Advisory Committee. Gary’s background includes experience in investment banking (financial advisory and underwriting); commercial banking; municipal debt structuring, issuance and administration; policy development; cash management; investments and financial reporting.
Prior to joining VA529, Gary served as the Deputy Director, Finance and Administration of the National White Collar Crime Center, a national non-profit organization headquartered in Richmond with an annual operating budget of over $11 million. Prior to joining NW3C, he was a Senior Vice President with BB&T Capital Markets where he worked in the Public Finance Group of the Fixed Income Division for over five years. Prior to joining BB&TCM, Gary was with the Commonwealth of Virginia Department of the Treasury for over nine years, leaving as the Commonwealth’s Director of Debt Management. In that capacity, he was responsible for managing over $14 billion of the Commonwealth’s debt as well as a variety of state and local financing programs. Prior to joining the Commonwealth of Virginia, Gary worked primarily in the commercial banking industry specializing in working out troubled bond transactions.
In 2013 Gary received the Virginia CFO of the Year Award from Virginia Business Magazine in the small nonprofit/government agency category. Gary currently serves as Vice President for Preservation Virginia. He joined Preservation Virginia’s Board of Trustees in 2006 and served as Treasurer from 2009 through 2012. He has also served as Treasurer for two other non-profit organizations. Gary also currently serves on the Government Finance Officers Association Committee on Treasury and Investment Management, having been appointed in 2013. Gary has in the past served as a member of the Executive Board of the State Debt Management Network with the National Association of State Treasurers, and was also a member of the Executive Board of the Virginia Government Finance Officers Association. While at BB&TCM, Gary was active in the Bond Market Association serving on the Municipal Division Policy Committee and the Municipal Financial Products Committee. Gary also chaired the Issuer Subcommittee for the BMA’s Secondary Market Disclosure Task Force.
Gary is a Certified Public Accountant and Chartered Global Management Accountant, and is a member of the American Institute of Certified Public Accountants and the Virginia Society of CPA’s. He received a Bachelor of Science in Business Administration from The Ohio State University and completed postgraduate studies at The University of Tampa and University of South Florida. Mr. Ometer is also a graduate of the Virginia Executive Institute. While at BB&TCM, Gary earned his license as a General Securities Representative (Series 7 and 63) through the NASD.
Gary and his wife Karin Whitt reside in the City of Richmond with their three Shih Tzu’s. Gary enjoys fly fishing, bicycling, gardening and reading. Karin is an accomplished tennis player who is currently the varsity girls’ and boys’ tennis coach and program leader at the Collegiate School in Richmond.
