Joe Casey has been the Deputy County Administrator for Hanover County, Virginia since 2004, previously serving as the Director of Finance since 1990. The County is 500 square miles with 4,000 employees and total budget of $500 million. The County also has the distinction of being the smallest populated Triple AAA bond rated county in the US; five-time award winner as 100 best communities for youth and families; and recipient of the Senate Productivity and Quality Award (SPQA). He previously worked as a CPA with KPMG. From 1998-2007, he also served as an adjunct professor for Virginia Commonwealth University’s (VCU) graduate public administration program. He received his undergraduate degree from the University of Richmond in 1986, a graduate degree in public administration from VCU in 1995 and is currently pursuing his PhD in public policy from VCU. He currently serves on Virginia Local Government Managers Association (VLGMA) Executive Board, Vice Chair of Housing Opportunities Made Equal Board and Virginia Association of Counties Virginia Retirement System Advisory Group; and previously served on the national Government Finance Officers Association (GFOA) Executive Board and as Past-President of the Virginia GFOA. In addition, he has co-authored books on banking services and capital planning. Joe and his wife Suzanne have three boys and live in Mechanicsville VA.

Employment Related: He is a credentialed member of the International City/County Manager’s Association (ICMA); serving on their Awards Panel. He also serves on the Finance Committee for the Greater Richmond Convention Center Authority, Lewistown Community Development Authority Board and Virginia Resources Authority Community Investment Advisory Council. Hanover has received much recognition and awards for its Five Year Financial Plan; a key fiscal management product that he has been involved with since 1990.

Educational Related: He is a graduate of the 1991 Advanced Government Finance Institute (scholarship), 2000 Leadership Metro Richmond program and the 2007 Senior Executive Institute at University of Virginia.

Community Service: He currently serves on the Virginia Equal Housing Foundation Board and has previously served on the Board of Directors of the United Way of Greater Richmond; chairing their Community Building Committee. He was also president of his 700-home neighborhood association board.

Other: He is a member of Pi Alpha Alpha Public Administration Honor Society. With GFOA he has served in many capacities including: Cash Management Standing Committee chair, Economic Development and Capital Planning Committee ex-officio, national trainer, publication technical review committee and author of many Government Finance Review articles. Two books co-authored are: Banking Relations, and Capital Project Planning: Expanding the Role of the Fiscal Officer. He was the 2011 recipient of a VLGMA Mashaw Memorial Award for Outstanding Assistant.
