Terry McCall is president of Portfolio Services for Government, LLC, specializing in investment policy development and the facilitation of hiring investment advisors for local governments and schools. Prior to forming his business in 2008, he was Chief Financial Officer for the City of Gresham, Oregon, a 105,000 population suburb of Portland.  Among his responsibilities was overseeing its $135 million investment portfolio. In his prior career at US Bank where he was a vice-president, he dealt with a variety of public finance clients, including cities, school districts, colleges and special districts.

A former Gresham Citizen of the Year and past school board member, Terry has served in several national, regional and community leadership roles, is a past president of the Oregon Municipal Finance Officers Association.   He has been appointed by two Oregon governors to serve on Multnomah County’s Tax Supervision and Conservation Commission which has budget review jurisdiction over the 27 taxing districts in Oregon’s largest county.   McCall has been vice chair of the national Budget & Fiscal Policy Committee of the Government Finance Officers Association.  He is now an advisor to GFOA’s Treasury and Investment Management Committee. 

Terry has spoken and taught at numerous national and regional public finance conferences on a variety of timely topics, including public investment management.

He has also provided pro bono financial consulting services to cities in Java and West Sumatra, Indonesia.
