Joseph O’Keefe has over 27 years of experience in public finance and is currently an external advisor to the Government Finance Officers Association’s Committee on Governmental Debt and Fiscal Policy.  He has led municipal debt rating and research efforts in the Midwest for tax-backed debt issues at both Fitch Ratings (10 years) and Standard and Poor’s (15 years).  His expertise includes general obligation, utility and healthcare debt.  

Mr. O’Keefe was the first municipal analyst based in Chicago for Standard & Poor's and Fitch.  He previously managed the general obligation group for Standard & Poor's in New York and also spent a few years analyzing local and sovereign governments on the international front.  More recently, he was the lead banker for M.R. Beal’s Chicago office, responsible for relationships with primarily large Midwestern governments, and previously represented two regional investment banking firms based in Ohio.

Mr. O’Keefe has a MBA in finance from the University of Michigan and a BA in economics from the City College of New York.
