Jay Howard, CPA
Jay Howard is a senior program associate in the Technical Services Center of the Government Finance Officers Association of the United States and Canada (GFOA) in Chicago, Illinois. The Technical Services Center is responsible for al of GFOA’s member services involving accounting, auditing, and financial reporting, which includes performing technical reviews of the more than 5,000 financial reports and budgets of state and local government submitted each year to GFOA’s professional recognition programs. He performs reviews Comprehensive Annual Financial Reports of counties, small and large cities and municipalities as well as school districts and utilities. He also reviews Popular Annual Financial Reports of many different types of governments. Jay received a Bachelor of Arts degree from Drake University and chose to work at his father and uncle’s tool and die business. After working there many years he chose to make a career change and pursued a course of study in accounting at DePaul University. After completing his studies he prepared for and passed the CPA exam. He has been pretty much been working at GFOA ever since.
