Kathleen T. Seay, CPA
Kathleen T. Seay is the Deputy County Administrator for Hanover County. In her role, she supervises the Administrative departments including Assessor's Office, Finance and Management Services, General Services, Information Technology, Internal Audit and the Public Information Officer. She previously served as Director of Finance and Management Services for the County of Hanover. As Director of Finance and Management Services she was responsible for the administration of the Budget, Accounting and Purchasing Divisions of the County that provide centralized finance operations for the County, County Schools and Constitutional Officers. Prior to becoming the Director of Finance and Management Services she served as Director of Internal Audit for the County from January 2001 to July 2010. Prior to her work for the County of Hanover, Kathy was a Vice President and Nationwide Audit Manager for Bank of America, N.A. She holds a Bachelor of Science from the University of Richmond, is a Certified Public Accountant and a Certified Information Systems Auditor. She serves as the President of the Virginia Government Finance Officers Association and is a member of the Government Finance Officers Association. As a former member of GFOA's Standing Committee, she published articles for the GFOA Review and for the Virginia Resources Authority on topics including “The People Side of a Financial Planning Framework”; “The Role of the Finance Officer in Strategic Planning” and “Condo Financing”. Kathy was appointed by the Governor of Virginia in January 2013 to serve on the Wireless E-911 Services Board which plans, promotes and offers assistance in the statewide development, deployment and maintenance of enhanced wireless emergency telecommunications services and technologies. Kathy and her husband Rob are lifelong residents of Hanover County and have two grown sons, Cameron and Barrett.
