Preference given to those candidates who possess a Master's degree or CPA with experience in governmental accounting, infrastructure financing mechanisms, debt and investment management, innovative problem solving, strong organizational management, and who demonstrate experience working in a municipal finance department and supervising professional staff. The ideal candidate will be an exceptional communicator and relationship builder who also offers the proven ability to create environments where people are empowered to do exceptional work.
An official City of West Sacramento application form must be filled out, in its entirety. It is the applicant's responsibility to explain his/her qualifications fully and clearly. In addition, applicants must submit a resume and complete the required supplemental questionnaire. Incomplete information on the application, resume and/or supplemental questionnaire may be cause for disqualification. Application packages will be reviewed and screened for qualifications. Additional screening criteria will be developed based on the supplemental questionnaire. Depending upon the number of qualified candidates, an oral panel interview is tentatively scheduled for the August 13, 2019. The top candidates will be referred to the Director of Administrative Services for further consideration.
DEFINITION: Under general direction, assists in planning, organizing, and supervising the activities of the Finance Division and performs a full range of complex, responsible, analytical and professional accounting, management and other administrative duties and provides highly complex professional assistance to City management staff in areas of responsibility. The Finance Manager is an at-will position that is appointed by and sits at the pleasure of the City Manager.
SUPERVISION RECEIVED AND EXERCISED: The Finance Manager receives direction from the Director of Administrative Services or designee. The Finance Manager provides direct supervision to professional level finance staff, as well as technical and extra help staff.
