Job Description: 

• Must be able to comprehend and communicate fluently in verbal and written English. • Bachelor's degree (B. A. or B.S.) in Accounting, Finance, or related field from a four-year college or university; and four (4) years related experience and/or training; or equivalent combination of education and experience. • Directly manages Payroll employees. • Ability to carry out supervisory responsibilities in accordance with the organization's policies and applicable laws. • Ability to interview and train employees, assign staff to duties according to workload, plan, direct work, appraise performances, address complaints, reward and discipline employees, and analyze, resolve or assist subordinates in resolving work problems. • Ability to review retro pay and wage statement calculations. Verify and enter time accrual adjustments. • Ability to process and reconcile quarterly and yearly payroll tax returns. • Ability to ensure compliance with federal, state and local laws as well as the General Orders. Stay well-informed of changes to payroll-related legislation and trends. Attend workshops and training courses as needed. • Ability to perform general office duties as necessary and assists with the day-to-day operations of Payroll. • Liaisons and troubleshoots with vendors as necessary. Oversees vendor interfaces. • Ability to write reports, business correspondence, and procedure manuals. • Ability to respond to common inquiries or complaints from agency employees, regulatory agencies, or members of the business community. • Ability to effectively present information in a one-on-one and/or in small group situations to citizens, agency employees and managers. • Must have proficient computer skills to include word processing, spreadsheet, and data base applications. Must have the ability to learn and utilize specialized applications and informational systems. • Must have math skills to include the ability to calculate basic amounts and apply concepts of basic algebra. • Must have knowledge of, and the ability to apply payroll related practices, laws, regulations, policies, and procedures. • Must have excellent leadership, supervisory/management, interpersonal, and organizational and planning skills. • Must be able to establish and maintain positive, cooperative working relationships. • Ability to read, analyze, and interpret common scientific and technical journals, financial reports, and legal documents. • Must have the ability to maintain confidentiality.
