Job Description: 

The Volusia County Sheriff's Office (VCSO) is seeking a Senior Accountant – Working Title: Controller. This position will be located in DeLand, Florida and will be responsible to assist the Chief Financial Officer (CFO) in preparing the annual financial statements and notes to the financial statements in conformity to the General Accounting Standards Board (GASB) requirements. The selected candidate will also be responsible for the majority of schedules, financial statements, notes to the financial statements as well as statistical section for the VCSO Annual Financial Statements. The candidate selected for this position will also evaluate policies, programs, operations, and and implements and enforces internal accounting control and segregation of duties.

ILLUSTRATIVE DUTIES: (NOTE: These are intended only as illustrations of the various types of work performed. The omission of specific duties does not exclude them from the position.)

Directs the accounting systems for all fund type groups of the Volusia County Sheriff's Office (VCSO) in accordance with generally accepted accounting principles. Provides technical assistance to staff involving financial reporting, payroll, accounts payable, fixed assets, purchase orders, special revenue funds, grants and other departments. Prepares year-end fixed assets capitalization, deletion and depreciation schedules and journal entries. Develops, adapts, or revises the accounting system to meet the needs of the organization. Assists in developing, modifying, and installing ERP systems. Prepares financial statements and reports. Acts as the Chief Financial Officer in the absence of the CFO. May be assigned to other county locations based upon operational needs. Attends work on a regular and consistent basis. Must adhere to Federal, State, County and Local ordinances. Responds to emergency situations. Performs related work as required.


Bachelor's degree in Accounting; or in Business Administration or Finance with an Accounting minor, AND four (4) years experience in accounting or auditing (preferably in governmental accounting or auditing). A Master's Degree in Accounting, Master of Business Administration (MBA), or Certified Public Accountant (CPA) certificate, may be substituted for one (1) year equivalent experience. A comparable amount of education, training, or experience may be substituted for the minimum requirements.

**CPA is highly desirable!**

*Must possess a valid driver's license at the time of hire.

*Must obtain a Florida driver's license within 30 days of appointment and maintain thereafter.


Knowledge of generally accepted accounting principles and procedures, particularly as they relate to governmental financial administration, and ability to apply such knowledge to accounting transactions. Knowledge of computers and spreadsheet and other financial software. Knowledge of the laws, rules, and regulations controlling fiscal record keeping. Knowledge and experience of accounting auditing. Able to adopt and revise accounting systems to meet the needs of an accounting activity. Able to supervise accounting section supervisors and professional accountants engaged in the same type of work. Able to communicate effectively, both orally and in writing. Able to work under stressful conditions. Able to interact effectively with others. Must be able to relocate to other county locations based upon operational needs

Ability to perform advanced mathematical functions. Ability to write reports, financial reports, memos, letters, summaries. Ability to speak clearly and concisely; conversant in theory, policy and practices of area of discipline. Ability to analyze data and develop conclusions. Ability to identify and resolve problems.
