Michelle Durgy Senior Portfolio Manager at KCM Investment Advisors. Michelle graduated from the University of California, Irvine cum laude in 1996. She received a Master of Public Policy degree, where she focused on quantitative finance, from the University of Southern California in 2004. Michelle has been in the investment industry for over seventeen years, having held the positions of Regional Financial Planner with Morgan Stanley, Investment Officer of the County of San Diego, and Chief Investment Officer for the City and County of San Francisco. She has previously held the following FINRA licenses: Series 6, 7, 31, 63 and 66.
Michelle is well-regarded as an industry leader in area of public investment, having served as President and Board member of the California Municipal Treasurers Association and Board member of the Strategic Advisory Committee for the San Francisco chapter of the CFA Society. She has served on the California Debt and Investment Advisory Commission’s Local Agency Investment Guidelines Review Group, since 2013. She is a regular speaker at national and local conferences for the California Debt and Investment Advisory Commission, Government Finance Officers Association, California Society of Municipal Finance Officers, and California Municipal Treasurers Association. Michelle is known for her legislative advocacy work on issues involving the SEC Municipal Advisor Rule and 2(a)7; GASB Exposure Draft and 68; and California Government Code, Sections 53601.8/53635.8 public deposits (AB 279) and 53601(q) Supranationals (AB 1933).
