Debbie Wilburn

Debbie Wilburn is an experienced and transparent finance and accounting professional with over twenty-nine years of diverse fiscal management leadership experience. She has experience in multiple industries including local government, healthcare, higher education, utilities, not-for-profit and public accounting. Serving as the Assistant Finance Director for the Village of Romeoville, Accounting Manager for Comcast, Regional Controller for AdventHealth (AMITA Health), Director of Finance for North Park University and Consulting Controller for CliftonLarsonAllen (CLA). Debbie joined GFOA in August of 2023 as the Controller. Debbie provides leadership and direction for finance related processes and initiatives.

Debbie is also serving in her third term, on the Board of Directors for Sigma Gamma Rho Sorority, Inc. – Central Region as Treasurer. And has membership affiliation with other professional organizations including the AICPA (the American Institute of Certified Public Accountants), Illinois CPA Society and NABA, Inc.

Debbie received a Bachelor of Science in Finance from Western Illinois University and a Master of Science in Accounting from Roosevelt University. She also received her Certified Public Accountant (CPA) designation in 1999.
