Ryan Coleman
Financial Analyst to the Board of Aldermen, City of St. Louis, Missouri
My nearly seventeen years of experience with the City of St. Louis, first as an intern in the President of the Board of Aldermen's Office, then in the Assessor's Office, Budget Division, Comptroller's Office, and now working directly for the City's legislative body, have provided me with a look into most aspects of local government. My internship took me through the appropriations process where I became familiar with members of the Board and other elected officials, beginning relationships that continue today. When not performing budgetary/fiscal analyses or tracking legislative proposals, I used my time in the Budget Division to become familiar with the needs of the operating departments, relevant professional standards, and regulatory responsibilities. I fed my special interest in topics related to human resources, inclusivity, and economic development tools. In the Finance & Development section of the Comptroller's Office, I served on Professional Service Selection Committees, monitored local/state/federal legislation, assisted with the City's lease purchase and other debt issuances (incl. bond sales), RFPs, contract management, development incentives, ad hoc policy / financial analysis, etc. Now, with the Board of Aldermen, I review proposed legislation for fiscal impact, and provide guidance and research assistance on a host of issues to the elected officials and other BOA staff.
