Dawn has been a dedicated public servant since becoming Linn County’s first budget director in 1994, earning its first GFOA Distinguished Budget Presentation Award, and securing a Aaa bond rating. Her leadership was crucial during the 2008 flood and 2020 derecho, where she helped the county navigate recovery efforts. Promoted to finance director in 2019, she led through a county-wide ERP conversion and continues to mentor others. As Sara Bearrows, Linn County Budget Director shares, “Dawn was able to successfully balance these major responsibilities thanks to her solid work ethic, mindful preparedness over the years, and her sheer motivation to do what was in the best interest of the county and its residents.” Dawn collaborates with the Iowa State Association of Counties to share best practices with the next generation. She was a long-time GFOA Budget Awards reviewer and serves on hiring committees for Linn County, organizes grant management training, educates residents on property tax reform, and volunteers with the League of Women Voters.
