Job Description

ROLE OVERVIEW

The Finance Director leads the County’s Finance Department and reports to the Deputy County Administrator. Performs difficult, senior-level financial work and provides leadership in accounting processes and policies, financial analysis, and financial reporting. Performs, evaluates, and communicates complex financial and analytical research. Plans, directs, and organizes the operations of Finance Department staff. Ensures integrity of the County’s financial systems.

ROLE DESCRIPTION

  • Serves as the primary point-of-contact for coordinating the work of the County’s external auditors and State and Federal authorities in their analysis of the County’s finances, financial management system, and in the preparation of the Annual Comprehensive Financial Report (ACFR) and annual report to the Auditor of Public Accounts (APA) of the Commonwealth of Virginia.
  • Prepares audit deliverables, including various workpapers, the Letter of Transmittal, Management’s Discussion and Analysis, Schedule of Expenditures of Federal Awards (SEFA), and the Statistical Section of the Annual Comprehensive Financial Report (ACFR).
  • Prepares quarterly and other periodic financial analyses and reports to provide accurate and timely financial information to the public, the Board of Supervisors, County management and staff, and other interested organizations, including bond rating agencies.
  • Periodically attends, prepares, and delivers presentations to the Board of Supervisors.
  • Prepares periodic forecasts of revenues, expenditures, and changes in fund balance to ensure compliance with the adopted budget and to assist in decision-making by County management and the Board of Supervisors.
  • Supervises and monitors the County’s accounting processes and financial transactions, including, but not limited to, accounts payable, payroll, billing and collections, and fixed assets.
  • Configures, monitors, and evaluates the County’s internal control environment for compliance with established regulations and guidelines and makes recommendations for improvement or modification.
  • Configures accounting systems to ensure accurate and timely billing, payments, and reporting; implements improved automation to maximize productivity, quality, and efficiency.
  • Performs various accounting functions, including, but not limited to, maintaining the general ledger, performing monthly and annual closing activities, preparing various reports and spreadsheets, performing account reconciliations, verifying monthly revenue and expense activity, and preparing journal entries, as needed.
  • Oversees and manages the County’s debt portfolio and issuance of debt, to include bond issuance preparation and coordination, management, and post-issuance reporting requirements.
  • Works closely with the Deputy County Administrator in preparing the annual budget.
  • Provides appropriate financial reports and assistance during the budget process and to various internal departments and contracted entities, such as actuaries, cost allocation consultants, worker’s compensation, and other insurance consultants, as needed. Assists in the review and preparation of the County’s recommended Capital Improvements Plan (CIP).
  • Oversees the contract and procurement function for the County.
  • Works collaboratively with Orange County Public School’s finance department, provides support to Orange County Economic Development Authority, and provides oversight for FiberLync’s financials.
  • Ensures accurate and timely grant reporting.
  • Performs related tasks, as required.

KNOWLEDGE, SKILLS, AND ABILITIES

Thorough knowledge of governmental accounting principles, rules, and regulations; thorough knowledge of accounting terminology, methods, procedures, and equipment; general knowledge of principles and procedures of financial record-keeping and reporting; familiarity with current Governmental Accounting Standards Board (GASB) pronouncements and best practices as outlined by the Government Finance Officers’ Association (GFOA); skill in the use of a variety of office equipment; ability to perform mathematical computations with speed and accuracy; ability to understand and apply laws and established policies to the maintenance of financial records; ability to prepare complete and accurate reports from various accounting data; ability to analyze reporting data and make recommendations; ability to verify accounting documents and forms for accuracy and completeness; ability to establish and follow work procedures; ability to operate computers, including some knowledge of applicable software packages; ability to communicate ideas effectively, both orally and in writing; ability to establish and maintain effective working relationships with colleagues, elected officials, and the public.

EDUCATION, EXPERIENCE AND CREDENTIAL

Bachelor's Degree from an accredited college or university in Business, Accounting, Finance, Public Administration or a closely related field, and significant experience in Business Administration, Finance, or Accounting. Other equivalent education and work experience may be considered in meeting the minimum education and experience requirements. Advanced proficiency in Microsoft software products required. Experience with the Tyler Munis suite of financial software desired. Extensive supervisory experience is required.

A Master’s degree in a related field, and local government Finance experience is a plus, as is a designation as a Certified Professional Finance Officer by the GFOA or a Certified Public Accountant (CPA),

PHYSICAL REQUIREMENTS

This work requires the frequent exertion of up to 10 pounds of force and occasional exertion of up to 25 pounds of force; work regularly requires sitting and speaking or hearing, frequently standing, and occasionally requires using hands to finger, handle, or feel, repetitive motions, pushing or pulling, and lifting; work requires close vision, distance vision, ability to adjust focus, depth perception, color perception, and peripheral vision; vocal communication is required for expressing or exchanging ideas by means of the spoken word and conveying detailed information to others; hearing is required to perceive information at normal spoken word levels; work requires preparing and analyzing written or computer data, operating office machines, and observing general surroundings and activities; work has no exposure to environmental conditions; work is generally performed in a moderately noisy location (e.g. business office, personal computers, printers, person-to-person communication, light traffic, etc.).

SPECIAL REQUIREMENTS

Possession of an appropriate driver's license valid in the Commonwealth of Virginia.
