Louis has been in government service for nearly 20 years. Having interned with the City of New Orleans, LA, worked for the City of Belle Glade, FL, and for the last twelve plus years, has worked for the City of Stuart, FL. He is currently the Financial Services Assistant Director.

He received a BBA from Loyola University of the South, is a Florida Certified Government Finance Officer, is MOUS (mouse) certified in Excel and PowerPoint, and instructed adult learning classes for computers. During his tenure at Stuart, he has overseen, or at least been closely involved, with every major technological upgrade and installation for the City, especially those related to the financial reporting and fiscal management of the City.

The City of Stuart has been featured in government management related magazines for their advances and innovations in technology. He currently speaks at different engagements around the State of Florida concerning implementation of technology in government, and has been a presenter for the GFOA at the national conferences in San Antonio, Montreal, and Anaheim. Louis is the author of a case study titled "CUTTING THE RED TAPE TO GO PAPERLESS" in the book Case Studies on Digital Government.
