Steve successfully developed a financing plan addressing issues related to the investment portfolio, debt structure, capital needs, and declining revenues. As City of Covington Budget Director Joel Baker notes, "Steve is a natural leader." Under his guidance, the city achieved a clean audit with no findings in FY23, the first since FY96, and he centralized budget development, driving $14 million in budget reductions. Steve also increased collections by over 600 percent from the prior year and boosted interest income by 36.5 percent. He improved operational efficiency by reducing tax return processing time by 75 percent and month-end close time by 25 percent. Furthermore, he released the city's first-ever Popular Annual Financial Report (PAFR). In recognition of his contributions, he was honored as "Finance Officer of the Year" for 2023 by the Kentucky GFOA and was elected as the Kentucky GFOA president for 2024-2025.
