Joel Buege

Joel is a Senior Manager with the Government Finance Officers Association (GFOA) Consulting Practice, the premier association for public-sector finance professionals in the United States and Canada. At GFOA, Joel leads projects that help governments modernize financial management practices through improved business processes, technology strategy, and implementation support. His recent work includes advising state and local governments on ERP system selection, digital transformation initiatives, and IT governance frameworks. With over 20 years of experience in the public sector, Joel brings a practical, results-driven approach to consulting that is grounded in real-world implementation expertise.

Prior to joining GFOA, Joel was a founding member and Principal of PREMIS Consulting Group, a firm specializing in public-sector IT strategy, performance improvement, and enterprise system transitions. He has led complex, multi-site engagements focused on aligning people, processes, tools, and governance to achieve organizational goals. Earlier in his career, Joel held senior consulting and management roles with Compass America, Unisys Corporation, CompuCom Systems, and IBM, where he consistently earned recognition for leadership, innovation, and client satisfaction.
