Buffy Bullis

Buffy Bullis is the Administrative Services Director at the City of Monrovia, California. Prior to serving in her current role, Buffy also served as the City of Monrovia’s Accounting Operations Supervisor and Deputy Administrative Services Director. Buffy received her Bachelor’s Degree in Business Administration from California State University, Los Angeles, and she is also a Certified Public Accountant. Buffy has over twenty years of experience in municipal finance and accounting, and prior to joining the City of Monrovia, Buffy worked as an internal auditor and also performed financial audits of local governments within the Southern California area. In her current role, Buffy oversees all areas of finance, including budgeting, accounting, financial planning, debt issuance, payroll, utility billing, cash collections, accounts payable, accounts receivable, and investments.
