Abbey Chapman

Abbey Chapman is a financial analyst for the City of Rock Hill, South Carolina where she began as an intern in the Finance department. Upon graduation from college, she was hired as an accountant, then moved to a financial analyst position. Abbey received her Bachelor of Science in Business Administration with a concentration in Finance in 2022 from Limestone University where she was also a member of the Women’s Volleyball Team. In 2023 she obtained her Master of Business Administration from Limestone University and is currently working toward obtaining her designation as a Certified Government Finance Officer from GFOA-SC as well as her CPA license.

Abbey’s role at the City includes assisting in the development of a two-year balanced budget, tracking health insurance costs, and developing capital project funding schedules. She also develops annual reporting items such as the Popular Annual Financial Report (PAFR), Distinguished Budget Presentation Award, and Tax Increment Financing (TIF) District reporting to the City’s County and School District. Abbey is involved with GFOA through the Women’s Public Finance Network (WPFN) and the GFOA WPFN Mentorship Program. She is also on the Leadership Committee for the Young Professionals Network.
