David Farmer

David Farmer is the Director of Budget and Administrative Services, County of Scott, Iowa. Since 2012, David has led the Scott County’s external and internal financial reporting including overseeing the 2026 $135 million budget, the annual comprehensive financial report, and the popular annual financial report. Major projects include an on time ERP implementation (2013); GFOA Triple Crown award program (2016 – Current); developing a financing plan of a two-county and state P25 Radio Project (2019), a 2020 GFOA Award for Excellence winner; development and reporting of the County’s $33 million ARPA plan (2020-2025); and most recently, the onboarding of MEDIC EMS (2024) to the County as a governmental service. He works with a number of not-for-profit entities in regards to their financial reporting and responsibilities and is the appointed treasurer of his local school district, Bettendorf Community School District, Bettendorf, Iowa. Previously, David worked as an audit manager focusing on accounting and assurance services for local governments at two nationally recognized firms in Illinois and Iowa.

Other industry involvement includes the GFOA Accounting, Auditing and Financial Reporting Committee; GFOA Special Review Committee – ACFR Award; Iowa State Association of Counties – speaker and author; Illinois GFOA; and County Finance Committee – Iowa Boards and Commissions.

David earned his Bachelor of Science Degree in Accountancy from the University of Illinois at Urbana – Champaign, Illinois and a Master Degree in Public Administration from Northern Illinois University – School of Global and Public Affairs, Dekalb, Illinois. David is a licensed CPA in Iowa.
