Eric Johansen

Eric Johansen retired as the City of Portland’s Debt Manager in October 2018 after more than 21 years at the City in various capacities, including Debt Manager and Treasurer.  While at the City he was responsible for all aspects of the City’s debt management program, including management of nearly $3.4 billion in outstanding debt, investment of proceeds, post-issuance compliance, debt budgeting and accounting, as well as rating agency and investor relations. 

In addition to working in city government, Mr. Johansen has over 14 years of experience as a financial advisor, most of which has focused on implementation of capital financing plans and debt transactions for local governments throughout Oregon and the Northwest. 

Mr. Johansen is a current member and past Chair of the Government Finance Officers Association Committee on Governmental Debt Management.  He is also a current member of the Executive Board of the Oregon Government Finance Officers Association and is the current chair of the Oregon Facilities Authority.

In his retirement, Mr. Johansen remains active in public finance and serves as an instructor of the GFOA’s live seminars relating to debt management.

Mr. Johansen graduated with honors from the University of Oregon in 1981 where he was elected to Phi Beta Kappa.
