Kim Garland

Kim Garland is an experienced CPA and has worked within the Financial Services Area of GLWA for over six years. At GLWA, Kim leads a diverse group of team members focused on Public Finance, Intergovernmental Relations, Billing & Collections, Grant Management, and Water Affordability & Assistance. Kim received her bachelor’s degree from Michigan State University and a master’s degree in accounting from Eastern Michigan University. Kim also holds certifications as a Chartered Global Management Accountant (CGMA), Certified Information Systems Auditor (CISA), and Certified Information Security Systems Professional (CISSP). Prior to GLWA, Kim served for 11 years with the City of Chelsea as Administrator Director and Treasurer and was with Deloitte for seven years working in information security consulting, risk and control auditing, and corporate governance training. Kim is actively involved in a number of professional organizations. She is currently serving as Immediate Past President of the Michigan Government Finance Officers Association (MGFOA) and is a member of the Government Finance Officers Association (GFOA) Debt Committee.
