Deborah Girard
Deputy Chief Administrative Officer, City of Orlando, Florida
Deborah began her career at Price Waterhouse and was designated a State and Local Government Industry Specialist. She has served several government entities during her career including 10 years as Finance Director for Hillsborough County and 3 years as Management, Budget, and Accounting Director for the City of Orlando. She was promoted by the City to Deputy Chief Administrative Officer and has been in that position for the past 17 years where she has overseen the Fire, EMS Transport, Family Parks & Recreation, Housing, Sustainability, and Human Resources Departments. In that position, Deborah was the first recipient of the Mayor’s Leadership Award. Deborah served on the GFOA CAAFR committee for 6 years including service as Chair. Currently, she serves as a reviewer of updates to the GAAFR (blue book). She is a past President of the Florida GFOA and recently received their Lifetime Achievement Award. She holds 3 undergraduate degrees, possesses an MBA and is a CPA and CGFO.
