Dr. Hai (David) Guo is the fourth Regents Distinguished Professor of Public Finance at Hugo Wall School of Public Affairs at Wichita State University. Currently he is also serving as the interim director of the school. He obtained his Ph.D. in Public Policy from the joined program between Georgia State University’s Andrew Young School of Policy Studies and the Georgia Institute of Technology’s School of Public Policy. Additionally, he holds master’s degrees in Economics from Georgia State University and in Public Administration from Iowa State University.
Dr. Guo’s scholarly work, which features prominently in public administration journals, explores state and local public finance with a focus on fiscal transparency, local government sustainability, and strategic inter-governmental interactions. He was an integral academic partner in the Truth and Integrity of State Budgeting project, initiated by the Volcker Alliance, which scrutinized budgeting practices across U.S. states. His research has also provided insights into state governments' tax expenditure reporting and the fiscal repercussions of COVID-19 on Florida and its municipalities. His current projects include conducting revenue analysis for Sedgwick County and assessing Kansas local government finance.
