Janet Dutcher

Janet Dutcher has been a Certified Public Accountant (CPA) for 30 years, and a Certified Government Finance Manager (CGFM) for four years. She has spent most of her career collaborating with California local agencies on their financial accounting and reporting processes. Janet became the Finance Director of Mono County in May 2016, where she oversees the Auditor-Controller and the Treasurer-Tax Collector functions and eleven employees. Ms. Dutcher previously was with Alpine County, California for four years, working first as the Senior Financial Officer and later as the Assistant CAO to Budget and Finance.

Ms. Dutcher manages County finances including accounting, reporting, investing and tax billing and collection. She has a prominent role in the County’s annual budget process including policy development and frequently reports on the topics of budget and finances to the County’s Board of Supervisors. She oversees the external audit process where under her leadership in both Counties she improved the completeness of the closing process, eliminated the outsourcing of the annual CAFR, and brought the preparation of financial reports in-house.

Before 2012, Ms. Dutcher was an audit manager with a top-100 CPA firm where she specialized in audits of California counties, cities and districts. During her time in public accounting, Ms. Dutcher supervised and trained audit staff, performed quality control reviews, led training sessions for clients and staff and presented topics of interest at industry conferences.

Janet Dutcher is a May 1986 California State University Sacramento graduate with a Bachelor of Science in Accounting. In December 2019, she received her master’s in public administration from CSU, Northridge. She graduated from West Chester University, Pennsylvania, with a Doctorate in public administration in December 2023. Her dissertation title is “Evaluating Assertiveness, Support, and Gameplay Patterns by California Rural County Departments in Acquiring Budgetary Resources.”
