Jake Kowalski
Senior Consultant
Jake Kowalski joined GFOA’s Research and Consulting Center in 2018. He does research and training on a wide range of topics including equity in budgeting and exploring how the budget process can be more responsive and representative of citizen demands. Additionally, Jake leads the Urban Forum which offers training and networking events that cater to the uniquely urban issues finance officers encounter in large metro areas. He also supports GFOA’s consulting practice by assisting governments in risk-based reserve consulting, business process improvement, and navigating the enterprise resource planning system procurement process.
Prior to GFOA, Jake worked for the City of Austin’s Mayor’s Office and Housing Department as well as the Texas State Legislature. He received his B.A. in Economics from the University of Wisconsin-Madison and his Master of Public Affairs from the University of Texas at Austin.
