Richard Li

Richard Li has been a Principal Debt Management Specialist for the State of Connecticut since November, 2021. Previously, he served in a similar capacity for the City of Milwaukee, WI for 19 years, and as a Public Finance Investment Banker for John Nuveen & Co. Incorporated for 15 years. He is responsible for the State’s annual issuance of $900 million of transportation revenue bonds, assisting with the issuance of State general obligation and other revenue debt, and for upgrading the State’s database programs used to track the authorization and issuance of debt. At Nuveen, he specialized in the structuring and execution of a variety of public finance projects primarily in the Midwest and Pacific Northwest. Mr. Li has a M.B.A. from the University of Chicago, and a B.S. from the University of Illinois.
