R. Chet Loftis

R. Chet Loftis is the Managing Director of PEHP, an independent state entity that operates as a health plan for public employers in Utah, including the state. Previously, Chet served as an attorney for the Utah Legislature, Utah Supreme Court, and Utah Attorney General’s Office, and as Vice President of Government Relations and General Counsel for the Utah Medical Association, Director of Public Policy for Regence BlueCross BlueShield, and shareholder with the Salt Lake City law firm of Kirton McConkie. Chet serves in board leadership for community healthcare organizations and teaches graduate management courses in Executive Decision Making, Health Law, and Health Payment Policy at Weber State University and BYU. Chet earned his BA, MPA, and JD, with honors, from BYU.
