Pamela Blumenthal

Pamela Blumenthal is a social science analyst in the Office of Policy Development and Research at the U.S. Department of Housing and Urban Development. She has served as the project manager on a variety of projects, including an interagency effort to reduce regulatory barriers to affordable housing, HUD’s first Equity Action Plan, and establishing new programs. Currently, Pamela co-manages HUD’s Thriving Communities Technical Assistance Program and supports the interagency Thriving Communities Network.

Previously, Pamela was a Senior Research Associate at the Urban Institute where she helped policymakers and practitioners apply research results across a range of issues, focusing on cities and urban regions, housing and neighborhoods, and equitable community development. Prior to Pamela’s transition to the public policy world, she was a banking regulatory lawyer in both the private sector and the Federal government. Pamela holds a Ph.D. from the George Washington Institute of Public Policy at George Washington University where her dissertation focused on local land use regulatory regimes and residential development outcomes in the DC region. She also holds a J.D. from the University of Michigan and a B.A. from Cornell University.
