WORK OBJECTIVE: Position is responsible for the direction and administration of the City's finance and fiscal accounting systems. Such systems include, but are not necessarily limited to, complex fund accounting, purchasing, budget administration, cash management, and fiscal reporting. Employees in this classification ensure adherence to established regulatory standards regarding public fiscal accounting and reporting.
DUTIES & RESPONSIBILITIES:
ESSENTIAL FUNCTIONS: The list of essential functions, as outlined herein, is intended to be representative of the tasks performed within this classification. - Provides direction for the design, implementation and application of accounting and financial recording systems and procedures.
- Ensures the development and implementation of internal controls as well as new processes and procedures to ensure efficiency, accuracy, and maximum productivity.
- Serves as chief financial advisor to administration and City officials.
- Provides presentations to committees/task forces, commissions, civic groups and the general public.
- Directs various administration functions of the City, including but not limited to financial reporting, accounting, investments, payroll, budgeting, grants administration, accounts payable, accounts receivable, and internal controls.
- Plans and organizes workloads and staff assignments; trains, motivates and evaluates assigned staff; reviews progress and directs changes as needed.
- Provides leadership and direction in the development of short and long-range plans; analyzes, interprets, and prepares data for studies, reports and recommendations; coordinates department activities with other departments and agencies as needed; formulates recommendations for action by administration and City officials.
- Partner with executive staff to develop and implement creative financial management strategies.
- Maintains ultimate responsibility for all aspects of fiscal, financial and accounting matters; conducts long-range planning, forecasting, and monitoring of City financial interests to ensure fiscal well being.
- Ensures the accurate preparation of all applicable state and federal reporting requirements, including financial and tax reports in accordance with accepted principles and standards of certified public accounting.
- Monitors and directs the investment of City surplus funds within established guidelines.
- Maintains current knowledge of various federal, state, and related regulatory directives and guidelines to ensure compliance in all public fiscal matters; maintains continuous audit and review of agency financial transactions.
- Develops finance and administrative related policies and procedures in adherence of current best practices.
- Plans, develops, implements City's annual budget.
- Plans and directs the annual external audit and implements and recommendations or best practices as necessitated.
- Obtains financing for capital projects as needed, ensuring the most flexibility and least cost. Instruments for financing can include, but are not limited to; bond issuance, lines of credit, general obligation bonds, promissory notes, lease purchase agreements.
ADDITIONAL POSITION FUNCTIONS: Performs related duties as directed when such duties are a logical and appropriate assignment to the position.
MINIMUM QUALIFICATIONS: Bachelor's degree in Accounting, Finance, or related field, with Master's degree preferred; supplemented by seven years progressively responsible and professional governmental accounting experience the majority of which shall be in a supervisory/managerial capacity. Previous experience as a Director of Finance or equivalent in a government setting is preferred. Must have knowledge and experience with fiscal matters associated with governmental accounting such as financial reporting, budgeting, municipal bonds, grant administration, pension plans, FEMA reimbursements, and auditing. Proficiency with Generally Accepted Accounting Principles (GAAP) a must. Certified Public Account (CPA) or Certified Government Finance Officer (CGFO) required; or an equivalent combination of training, education and experience.
ADDITIONAL SALARY INFORMATION: Department Head expense allowance is $6,000 added to annual salary.
PHYSICAL REQUIREMENTS: Tasks involve the ability to exert light physical effort in sedentary to light work, but which may involve some lifting, carrying, pushing and/or pulling of objects and materials of light weight (5-10 pounds).
ENVIRONMENTAL REQUIREMENTS: Work is performed in usual office conditions with rare exposure to disagreeable environmental factors.
