Job Description: 

Professional accounting work conducting City tax audits and associated fieldwork, provides taxpayer education. Responsible for developing, implementing, and maintaining the revenue generation and sales tax auditing program within the Finance Department. Duties involve responsibility for developing programs and processes, conducting audits of businesses assuring compliance with City ordinances, providing taxpayer educational activities, handling the collection function, performing analysis of taxes, identifying trends, and making recommendations for tax-related programs. The varied work situations encountered require employee to possess detailed familiarity with laws, accounting practices related to municipal tax matters, program development, creative problem solving, and revenue generation.

QUALIFICATIONS: KNOWLEDGE: Thorough knowledge of generally accepted accounting principles; of the principles and methods of fiscal management and budgetary control; and of fiscal accounting principles, practices and procedures. Considerable knowledge of municipal organizations including applicable budgetary laws and regulations. Demonstrated knowledge of modern practices, principles, and procedures in the performance of audits. Working knowledge of electronic data processing principles, practices, software and equipment. SKILL: Demonstrated skill in preparing written and verbal reports and projects; skill in the operation of equipment necessary to perform the functions of the job. ABILITY: Ability to analyze variety of fiscal problems and make recommendations; to plan, organize, supervise and evaluate the work of others; to communicate effectively verbally and in writing; to establish and maintain effective working relationships with the employees, City officials, other departments, banking and investment officials, and the public. Ability to successfully develop, implement, and maintain effective programs and procedures. Ability to handle the stress of court appearances and give effective testimony in support of the City’s position. Able to be bonded.

EVIDENCE OF QUALIFICATIONS:

TRAINING: Bachelor’s Degree with emphasis in accounting.

EXPERIENCE: Five (5) years working experience in governmental accounting; or any equivalent combination of training and experience that provides evidence that the applicant possesses the required knowledge, skills and abilities to perform the essential functions of the position.
