Job Description: 

The Finance Department is seeking a City Treasurer who has demonstrated progressive leadership success in the financial arena, to include managerial oversight of complex financial operations. Under the direction of the Chief Financial Officer, the City Treasurer will directly oversee managers that are responsible for the day-to-day function of Treasury and Debt Management:

  • Oversee management of City’s sizable investment portfolio / cash flow / banking activities
  • Provide leadership & oversight regarding debt management functions / issuance of debt & credit rating process
  • Oversee collection / disbursement / investment activities for Charlotte Firefighters Retirement System & other independent funds
  • Provide management & oversight in development & implementation of financial policies / procedures / best practices
  • Manage work allocation / training / goal setting / project & employee development
  • Represent Finance Department on city-wide projects & initiatives

Knowledge of:

  • Principles & practices
  • Laws & regulations governing financing of public facilities
  • Federal regulations pertaining to issuance of securities
  • Arbitrage rebate
  • Ssecurities disclosure
  • Tax law & state statutes relating to local government debt

Knowledge & experience with available types of municipal financing vehicles such as:

  • General obligation, revenue bond, lines of credit, variable rate bonds and other types of debt
  • Experience analyzing / evaluating capital plans & project feasibility / advising on capital financing strategies / effective borrowing for capital projects / evaluating financial proposals pursuant to financial policies & financing requirements 
  • Knowledge & experience with financial modeling
  • Strong financial & investment skills

Ability to develop & maintain effective working relationships with internal / external stakeholders including but not limited to:

  • all levels of city management
  • elected officials o employees
  • other governmental agencies
  • others encountered in course of work
