The Miami Valley Regional Planning Commission (www.mvrpc.org) is seeking its next Director of Finance and Administration. As a Regional Planning Commission (RPC), the agency provides planning services for members, functions as the Metropolitan Planning Organization (MPO) for the Dayton area and is the designated Areawide Water Quality planning agency for the five county area. In addition, MVRPC leads regional programs and initiatives that improve quality of life for approximately one million people in the area surrounding Dayton (southwest Ohio).
The Director uses innovative approaches to lead and/or coordinate all administration and governance for MVRPC including the following functional areas: finance and audit; overall work program outcomes documentation; human resources administration; agency Bylaws; contracts and agreements; federal and State of Ohio employment requirements; associated finance and human resources administrative software; and facility operations and security in coordination with leasing agents.
Responsibilities of the position include formulation and maintenance of overall agency budget; cost allocation planning using Ohio Department of Transportation standards; analysis/monitoring of various financial reports; preparation of annual financial reports using GASB fund accounting standards; execution of financial statement adjustments; primary staff liaison for annual CPA audit; consultant selection processes; grants management and contract administration; purchasing; talent recruitment and selection; performance management; payroll and benefits administration; supervision of Information Technology and accounting staff in performance of routine administrative duties; supervision of fund accounting system and web based timesheet portal. Also, provides staff support and technical assistance to the Executive Director, the MVRPC Board of Directors and Executive Committee, and various other committees, including maintenance of MVRPC Bylaws.
The Director ensures constant coordination with Montgomery County on all finance, administration and personnel matters. The Director remains well informed of relevant changes in federal and state grants management, GASB accounting standards and federal and state department of transportation MPO requirements. The Director performs other related duties (attend night or weekend meetings) in support of agency mission and programs as needed.
The Director demonstrates a strong background in public administration, human resources administration, federal/state grants, fund accounting systems management, budgeting, planning, written and verbal skills, public agency audits, and analytical skills. Experience with the AccuFund accounting system is desirable. The successful candidate must possess a current valid driver’s license. Able and willing to attend evening or weekend meetings.
Bachelor's degree in accounting, business management, human resources leadership, or related field. Accounting management, controller, public agency auditing experience and CPA credentials are highly desirable. A minimum of eight (8) years experience.
