The Executive Office is seeking a politically savvy leader to occupy a key Deputy County Executive Officer (CEO) role within their organization. The Deputy CEO will work closely with Executive Office and department leadership, as well as Management Analysts on projects and issues that have significant impact on County resources and policies. This responsibility encompasses budget and finance planning, program analysis, and intergovernmental services, as well as the review of County department budget requests and oversight of the maintenance and adoption of budgets, and departmental items for consideration by the Board of Supervisors (Form 11s). The Deputy CEO is characterized by a high degree of independence and leadership in formulating and implementing County policy and therefore requires an individual who thrives on complexity and is an expert public administrator that can collaborate with stakeholders at all levels. This position is a working manager tasked with supervising approximately eight Management Analysts responsible for providing a broad range of support and advisement to County departments. This position will work closely with the Chief Deputy CEO to executive highly specialized functions including, but not limited to: performing forecasting and financial analyses; evaluating policy; coordinating special projects; projecting County financial resources and requirements; financing capital improvements and insurance programs; and developing long-range fiscal planning programs.
The successful candidate will be a strategic tactician with expert knowledge of government finance and budget and also a seasoned manager with experience directing and developing staff. The department desires candidates with municipal experience in an organization that is comparable to the size and scope of Riverside County. Familiarity with municipal land use is also valued. Additionally, candidates in possession of a graduate degree and those with substantial government financing strategy experience and exposure working with rating agencies are highly desired.
