Job Description: 

NASBO is the professional membership organization for state budget and finance officers throughout the United States. As the chief financial advisors to governors (of the 50 states and territories), NASBO members are influential decision makers in state government. They guide their states in analysis of budget options and formation of sound public policy.

NASBO’s mission is to improve the quality and availability of information to state budget offices; provide opportunities to share best practices across states; provide training and research information through publications and seminars; and work with and assist other state groups, e.g. the National Governors Association, in the development and implementation of policy positions on state fiscal issues.

Founded more than 70 years ago, NASBO has a staff of seven, all based at its office a few blocks from the U.S. Capitol in Washington, DC. NASBO’s budget for 2020 is $1.9 million, with revenue coming primarily from member dues plus contributions from corporations and foundations.

NASBO is governed by a 13-person executive committee (board of directors), composed of senior-level state budget officers. From 2016through 2019, its executive director was John Hicks, who recently left the organization to become state budget director of Kentucky.

Principal Responsibilities of the Executive Director

The next executive director’s most important responsibilities include:

  • Providing leadership, vision, strategic direction, and high-level representation to ensure that NASBO remains the nationally-recognized leader in state budget issues.
  • Identifying new issues that NASBO should address so it continues to serve its members.
  • Maintaining strong and positive working relationships with key senior officials at other national associations of state government officials, the federal government (both Congress and executive agencies), think tanks interested in state fiscal issues, current and potential funding organizations, including foundations and corporations, and national media that cover state government issues.
  • Maintaining and expanding NASBO’s data collection and research efforts, the products of which assist state budget officers in decision-making and provide information to a national audience about the state of state budgets and finances.
  • Fundraising by maintaining membership at its current high participation rate (currently 49of all 50 states), and obtaining contributions from corporations and foundations, primarily through sponsorship of NASBO meetings and periodically for publications.
  • Maintaining NASBO’s zealous nonpolitical and nonpartisan approach to its work, which can be challenging since many of its members serve at the pleasure of elected governors. NASBO members work in both Democratic and Republican administrations, but NASBO’s own work should not reflect whatever the ratio might be at any moment.
  • Motivating staff to continue to perform at the highest levels with creativity and dedication to the mission of NASBO.
  • Supporting the executive committee (board of directors) as it carries out its governance responsibilities.

Desired Skills, Experience, and Personal Characteristics

To be successful, the executive director should be:

  • Deeply experienced in government budgeting, preferably for state government.
  • Knowledgeable about the United States Government, and in particular how Congress and relevant executive agencies affect state fiscal issues.
  • Knowledgeable about leading a membership association, where providing exceptional customer service to dues-paying members is essential.
  • Comfortable with a hands-on job at a small organization (current staff of seven, including the executive director).
  • A successful fundraiser, with experience that includes generating financial support from corporations and foundations.
  • A collaborative leader, able to draw on the knowledge and experience of a dedicated staff.
  • An excellent communicator, able to motivate, inspire, and persuade members, funders, partners, staff, and other stakeholders to take action that helps NASBO carry out its mission.
  • An effective speaker who can discuss, with clear credibility, state government fiscal conditions to audiences including national meetings of state government officials, panels at conferences that address state issues, and Congressional committees.
  • Able to develop a strong working relationship with the NASBO executive committee (board of directors).
  • Able to travel periodically throughout the country to meet with members and donors, and to attend relevant conferences and meetings.

Compensation

  • The anticipated salary will be $210,000 to $230,000, plus a comprehensive benefits package.
